YEVGEN LISUCHENKO

Yevgen Lisuchenko is a senior international law and governance adviser with over 17 years of experience helping organisations navigate complex political, regulatory, and geopolitical environments. Drawing on a career spanning government, international diplomacy, and the United Nations system, he advises clients on managing international risk, influencing policy development, and operating effectively in high-stakes global contexts.

Yevgen brings extensive diplomatic and multilateral experience from senior postings in London, New York, and Geneva, including serving as Deputy Permanent Representative of Ukraine to the International Maritime Organization. In this role, he led high-level international negotiations and contributed to shaping policy and regulatory outcomes on maritime safety, security, environmental governance, and seafarers’ rights. His experience provides clients with valuable insight into how international regulatory frameworks are developed, negotiated, and implemented, as well as how organisations can engage strategically within those processes.

His expertise spans public international law, international human rights law, and international humanitarian law, supported by practical experience working with the UN Security Council and international organisations including the International Labour Organization, International Organization for Migration, and International Committee of the Red Cross. He has advised on sanctions regimes, conflict-related risks, humanitarian and accountability frameworks, critical infrastructure protection, and international dispute settlement mechanisms.

Combining legal precision with political insight and practical problem-solving, Yevgen supports clients in addressing complex international challenges with strategic, solution-oriented advice. Alongside his advisory work, he serves as an Associate Tutor at MLA College (Plymouth), maintaining a strong connection between academic research and real-world application within the global maritime and international governance sectors.
